A ROM programmer :)
You need a Windows machine (probably) with an actual parallel port. Apparently this has been known to work on anything as "new" as Windows 7.
From some kind of brochure:
- EPROM, Paged EPROM, Parallel & Serial EEPROM, FPGA Configuration Serial PROM
